The Way Forward
For an Article V convention to be called there needs to be a consensus between supporting legislators from a diverse group of states on the framework of the call.
The framework is the key to calling an Article V convention. The framework must be acceptable to conservative and liberal legislators to get thirty-four state approval. The framework is the key to a successful Article V convention.
To achieve the necessary consensus, I believe that supportive legislators should be brought together to hash out any issues with my proposed framework. If successful, this step should smooth the passage of the Article V call in most Legislatures. If these legislators cannot come to an agreement, then an Article V convention is unlikely to be called.
